Key Occupational Health Priorities of Transneft
The occupational health management system of Transneft is based on the following priorities:
- protecting life and health of employees during the working career;
- compliance with regulatory legal acts and other occupational health documents applicable to Transneft's activities;
- responding to accidents and occupational diseases (investigating accidents and occupational diseases, finding their root causes, and their elimination);
- promoting the interests of employees affected by industrial accidents and occupational diseases, through compulsory social insurance policies;
- compensating employees working in harmful and/or hazardous working conditions;
- financing measures aimed at creating a safe working environment;
- personnel training and professional development in occupational health and safety;
- improving the occupational health management system;
- providing employees with special clothing, footwear, and other PPE, as well as sanitary facilities for employees;
- ensuring appropriate working and rest time regimes for employees in accordance with labour legislation and other regulations containing labour law norms.
The Policy in Occupational Safety, Energy Efficiency, Industrial and Environmental Safety
Transneft, being a key element in the energy industry of the Russian Federation and ensuring final results of its activities, declares protection of employees’ life and health, increasing the energy efficiency level, and compliance with the requirements of industrial safety and environmental protection as its highest and unswerving priority.
Transneft, being fully aware of the scale and technological complexity of its operations, develops trunk pipeline transportation and conducts works in such a way as to prevent occupational injuries, emergencies at hazardous facilities, and environmental damage, as well as secures rational use of the consumed fuel and energy resources.
Transneft’s principles in the field of occupational safety, energy efficiency, industrial and environmental safety:
- priority of employees’ life and health over the result of industrial activities;
- rational use of fuel and energy resources;
- priority of preventive measures over measures taken to contain and eliminate consequences of emergencies;
- prevention and reduction of negative environmental impact, as well as rational use of natural resources;
- involvement of personnel at all the levels in improvement of the occupational health, industrial safety, environmental and energy management systems;
- disclosure of significant information on the operations in occupational health, energy efficiency, industrial and environmental safety.
Transneft’s obligations in the field of occupational safety, energy efficiency, industrial and environmental safety:
- ensuring absolute compliance with the requirements of the Russian legislation, international contracts of the Russian Federation, federal standards and rules regarding occupational health, use of energy resources, energy saving and energy efficiency, industrial safety and environmental protection;
- providing for continuous improvement of occupational health, industrial safety, environmental and energy management systems;
- taking a set of measures to prevent occupational injuries and employees’ health deterioration;
- reducing the risk of emergencies at hazardous operating facilities;
- increasing energy efficiency of operational processes at all stages;
- ensuring environmental protection and pollution prevention.
To comply with the above-mentioned principles, Transneft sets the following objectives and tasks:
- securing occupational health by enhancing operational processes, upgrading equipment and promoting scientific achievements pursuant to the principle of priority of employees’ life and health over the results of industrial activities;
- organising statistical control over energy efficiency, monitoring, and analysing the main characteristics of fuel and energy resources use and consumption, as well as the factors influencing the consumption levels;
- implementing a set of organisational and technical measures as part of the approved Energy Saving Programme for reducing consumption of fuel and energy resources;
- improving industrial and environmental safety due to timely replacement of equipment and efforts to increase its reliability, securing its safe and emergency-free operation;
- maintaining a high level of emergency rescue teams’ readiness, their equipping with modern technical means for elimination of oil and petroleum products spills.
Compliance of the Occupational Health Management System with Standards
Transneft’s occupational health management system is an integral part of business administration, representing a totality of processes, procedures, rules, organisational structure, and resources needed for implementing the relevant policy, reaching the goals and objectives in occupational health and security.
The occupational health management system is called to ensure safe labour conditions, the safety of industrial and production processes, to reduce the number of occupational injuries and professional diseases; it is based on regulatory legal acts of the Russian Federation in the field of occupational health, as well as on ISO 45001 standard Occupational Health and Safety Management Systems. - Requirements with guidance for use.
Transneft exercises external control and estimation of the occupational health management system compliance with ISO 45001 Standard via an independent external audit of the occupational health management, performed by an independent specialised organisation having respective competences.
In 2021, Transneft executive office, 14 oil pipeline and petroleum products pipeline organisations[1], two seaports[2] and 13 service organisations[3] confirmed compliance of the Occupational Health Management System with ISO 45001.
