Main Areas of Development
Our strategic objective is to satisfy oil producing and refining companies’ demand for oil and petroleum products pipeline transportation both within the domestic market and for export. We assure efficient operation, development, and upgrading of the Russian trunk pipeline transportation system based on:
- equipment manufactured in Russia;
- state-of-the-art sectoral technologies that ensure a high level of reliability, as well as industrial and environmental safety;
- client-oriented approach for our services and manufactured products sales;
- ensuring sufficient revenues from oil and petroleum products transportation to implement the programme for development, technical upgrading, and revamping of trunk pipeline facilities.
Transneft long-term plans include:
- systematic development of the trunk pipeline system;
- reception and transportation of petroleum products from new refineries;
- reducing accident rate at trunk pipelines;
- ensuring the regulatory level of wastewater treatment;
- keeping the sulfur contents in the crude oil pumped via the Transneft system within the limits set in the rational routing scheme;
- reducing expenses related to pipeline construction and operation, maintaining the optimal cost level;
- decreasing the quantity of imported products.
Long-Term Development Programme
The Long-Term Development Programme of Transneft (LDP, The Long-Term Development Programme) was approved by Transneft’s Board of Directors in 2014 and contains lists of resources, specific activities, cost and financing sources to achieve Transneft’s strategic development goals by the target dates.
In 2021, the LDP was updated, and we extended the programme planning till 2026. We also amended Development, Technical Upgrading, and Revamping Programme for trunk pipeline facilities, as well as the Corporate Import Substitution Plan of Transneft along with the list of critical risks, labour productivity, procurement, financial-economic, and key efficiency indicators of Company’s economic activities.

Long-Term Development Programme effectiveness evaluation
Transneft holds annual audit of the LDP implementation, carried out by an independent expert organisation.
The long-term Development Programme effectiveness evaluation as well as estimation of the key performance indicators in 2021 was performed by KPMG.
According to KPMG, the report on the Long-Term Development Programme implementation and key performance indicators in 2021 was prepared in all material respects and in compliance with the applicable regulations, including standards, regulatory methodological instructions, and recommendations, as well as Transneft's internal regulations, and does not contain any significant deviations.
